Details of contest:
1. Theme of the video: To encourage youngsters to watch healthy internet videos, say no to obscene and indecent materials.
2. Requirements of the videos:
i. The length of video is restricted to 3 to 5 minutes, in either Chinese or English.
ii. Text, images and cross-media elements may be included in the video clips.
iii. Only ONE entry will be accepted for each participating unit.

Subsidy for Schools:All applications for participation in the contest under the School Group must be forwarded by the headmasters. There is no restriction on the number of teams or video clips from each school, but each school must nominate at least one team and submit at least one video clip. Regardless of the number of teams and video entries, each school is eligible for a maximum subsidy of $700 to be paid on a reimbursement basis. The organizer will not provide any subsidy to any contestants from the Open Group.

Adjudication:No more than 50 videos will be short-listed by the Television and Entertainment Licensing Authority and m21.hk of Hong Kong Federation of Youth Groups for the consideration of the adjudication panel.

Standards of Adjudication:
1. 50% Content - Message on promoting healthy internet video
2. 30% Creativity and Innovation of Idea - Creative concept and ways of portrayal
3. 10%  Impact and retention -  Impression on public
4. 10% Technical skill on artistic aspect - Use of camera lens and other visual effects

Announcement of Result:Jan 2010 (Notifications will be sent to individual winners)

Prize Presentation Ceremony:To be held in the auditorium, Hong Kong Federation of Youth Groups

Awards:
The contest offers champion, 1st and 2nd runner-up awards for “Best Director”, “Best Screenplay”, “Best Actor”, “Best Actress” and “Best Visual Effect” to each contest group.The contest offers champion, 1st and 2nd runner-up awards for “Best Video” to the School Group and the Open Group combined together.

Prizes : The prize for each award shall include a trophy, a certificate and a gift voucher of the corresponding value in accordance with the list below :

Rules of Submission:
  • Submission of entries: All videos must be submitted via http://healthyvideo.m21.hk
  • Length of video: 3-5 minutes.
  • Format of video clips: in .wmv / .mpg / .flv format, 4:3, 320 pixels or above
  • Size of video: max 20 MB
  • Information of the video: Each entry must be accompanied with a 100-word synopsis of the video clip and the participants' information including a list of production team members (including the director, the scriptwriter, the actors and other related personnel).
Rules & Regulations:
  • All entries must be the original works of the contestants and never have been published before.
  • No obscene and indecent content is allowed in the works.
  • All participants are required to ensure that their works would not infringe any rights of intellectual property of any other persons.
  • TELA has the right to use any video entries submitted by the contestants for non-profit-making uses. Also, TELA has the authority to revise, translate, edit, use, duplicate or distribute wholly or partly the contents of the video entries submitted by the contestants without obtaining their prior consent.
  • All participants must sign and return the “Deed of Assignment and Undertaking”, to assign and transfer absolutely to TELA all the intellectual property rights subsisting in the videos created for the purpose of joining the contest and/or adjudicated to the award winners of the contest.
  • The results of the contest will be decided by an independent adjudication panel, whose decision shall be final. Any objection of the contestants will not be allowed.
  • Notification will be sent to individual winners by email in January 2010. Winners or their representatives must attend the prize presentation ceremony. Absentees may be disqualified.
  • The organizer reserves the right to disqualify any contestants who have broken the rules of the contest or the laws of Hong Kong.
  • Participants are not allowed to upload any content, which violates the law of HKSAR, in the submitted entries.
  • The organizer reserves the right not to accept any entries which are inappropriate or violate the rules of the contest.
  • The organizer reserves the right to amend the rules and regulations of the competition without prior notification.
