“Healthy Internet Video Contest” is organized by Television and Entertainment Licensing Authority (TELA) and m21.hk of Hong Kong Federation of Youth Groups (e-Services unit). The contest aims to encourage young people to watch healthy Internet videos, to produce creative and healthy Internet videos, to spread the culture of healthy Internet video as well as to enhance the public’s understanding of the Control of Obscene and Indecent Articles Ordinance (COIAO) and to protect young people against such materials.

Aims ：
- To promote the COIAO.
- To encourage youngsters to watch and produce creative and healthy Internet videos.
- To build a healthy and responsible online behaviour among the youngsters through their participation in the contest or watching the video clip entries.
